..Fred Carino, Director Human Resources and Risk Management

Fred Carino has been the Human Resources Director for the Highlands County Board of County Commissioners for more than ten years.

He is originally from a small town in California, about the size of Sebring, and came to Highlands County from a twenty-five year career in the United States Navy.

He holds a Bachelor of Arts degree from the University of California, Berkeley and a Masters Degree in Public Administration from George Washington University, District of Columbia.

He received a commission through the N.R.O.T.C. program at Berkeley and served in the Cold War, Vietnam, and Desert Storm primarily in ships.

He commanded two frigates, USS Roark and USS Robert E. Peary.  He is also a graduate of the Industrial College of the Armed Forces and served as a staff officer on the Joint Chiefs of Staff  at the Pentagon.  For this duty, Fred was awarded a Joint Service Achievement Medal by then Chairman of the Joint Chiefs of Staff General Colin Powell.

His last tour of duty was as an instructor at the Marine Corps Command and Staff College in Quantico, Virginia.  There he taught over 50 foreign military officers in the areas of Human Rights, American Culture and Government and participated in war gaming in the regions of the Middle East and South Asia.  Freddie retired with the rank of Commander, U.S.N.

Freddie, his wife Patricia and children Beatrice and Michael have made Sebring their home since  June 1994.  Beatrice recently completed active duty in the United States Army. Michael attends South Florida Community College.

Freddie enjoys sailing, gardening, ship model building, music and history.  He has been active in St. Agnes Episcopal  Church, scouting, the Military Sea Services Museum, and Elks.
